I think your question would be more applicable to countries where most young people don't speak English or speak it at a very limited level (e.g. China, Japan or South America). In Germany, you'll do just fine with English.

Another interesting take is game when you speak the language to a limited degree (e.g. well enough for a goal-oriented exchange, but not sufficient for a casual conversation).

On the good side, limited language ability gives both sides more leeway -- if there's general good vibe, not being perfectly smooth is tolerated better, and there's a small bit of mystery as well.

I've recently started using. "Who are you and why don't I know you?" and it's been successful. Or situational openers would refer to the surroundings. Making a joke using observational humor.

If nothing else works, make eye contact from across the room, hold it, and slowly lick your lips. I think this was a technique talked about in the book Choke, but it works. Especially in Europe, in a bar later at night.

People outside the US love practicing their English with a native speaker. Use some crude but adorable German to tell a girl you are an American and want to talk to her, she will likely be excited to bust the conversation back into English. Also, now you are in the position to be a kind/teasing/funny mentor and you can easily swing that into attraction. Go get em'

I studied abroad in Hamburg in 2008-2009 and found that most people speak English. The current curriculum has German kids taking five years of English before they graduate High School. I did however find the occasional girl that took those courses, but never used the language and had thus forgotten it. Luckily, German was my double major, hehe.

How long are you going to be in Germany for? If you just moved there and are not studying there, I assume you've been deployed to the military base near Frankfurt. In that case, I would take any language courses you can. I impressed many girls with my German skills.
