So usually that means two things:

You haven't build enough attraction in the interaction so when you ask for the number it throws them off and they laugh because they were only seeing you as a potential friend and not in a romantic way. The solution is to work on your game and build attraction. Remember when your game is on point the girl should be closing you, not you her. In other words, when you say "Listen, I gotta go meet up with some friends, let me grab your number so we can catch up later" she will follow with, "Yes take my number down" or immediately interrupt you and ask you to take her number down. Girls in a rush who are interested do this all the time.
They don't usually get approached by guys and are not sure how to handle the situation. Most girls in this situation will give you a little resistance and maybe a shit test, but if you hold your frame of a cool guy and portray to the girl that this is normal, she will lower her guard and give you the number. There is also the case where the girl is having a good time with you, but last time she gave her number to someone, maybe they didn't call or maybe they were a jerk, so you need to reassure her that you are cool, normal guy.
