Can I just say that I appreciate your question. It's refreshing to hear a guy that wants to learn how to flirt with women and still be respectful. For some reason many guys find it difficult to do both.

The answer to your question isn't very easy, but there are just some things to remember:

Respect comes first. Many pick-up artists and similar guys try to dehumanize women, this is done by showing them a lack of respect. You can respect women by not having expectations. You can respect them by learning the subtle art that is flirting. You can respect them by not being creepy or too forward. It's complex and takes practice.
Flirting isn't always overtly sexual. It's about fun. Get good at making women laugh, but without being over the top or too "extra". If you can put a woman at ease, make her laugh, and not be too annoying while doing so, then you're most of the way there.
The best frame of mind is to be friendly. Pretend like this is your job and that you're just trying to create a friendly environment. Your aggressive behavior should be limited to initiating conversation, and keeping a conversation moving forward. Be direct about things. If you're going to ask for a phone number, then do it. Always be prepared for rejection, and take it with a smile. Don't get upset, or pressure anyone. Don't be creepy. I know this is all vague, but every case is unique and it's hard to cover everything. Well, you can always go at it by being direct, and just introducing yourself and asking her name, and how she is doing. It's direct because it lets her know that you are interested in her. Or you can go at it indirectly like asking her about homework, and basically go at it like your trying to make friends with her. Obviously, the bad part is that you may end up in a friend zone, BUT if she thinks your cute, then asking her out later (like a week later) would still work.

I think the important thing is to make sure she feels comfortable leaving you or rejecting you at any time. Being direct is good. Also, don't make sexually explicit comments to someone you don't know very well, unless you've escalated to that point.

How do you be respectful to your parents?

As far as hitting on a chick, just act like any normal human being would. Girls want to be hit on, that is why they were revealing clothing. If they did not want to be hit on, they would not flaunt their sexuality.

Most humans find their ego's inflating when people approach them, just because some stranger wants to get to know them.

Other than that, just read basic game articles on cold approach pickup and you should be good to go.
