Easy, sit next to him. hug his arm and lay on it. If he doesn't react negatively, then stay in that position for a little while. Then readjust yourself by laying on his lap and position his arm around your waist. Then later rub his thigh.

And if he doen't mind that but doesn't take action, Simply ask if he's down to fuck.

If he likes you then that's a piece of cake. You really cant F this up.

If he looks at me a certain way, I usually just smile, wave, wink, or say hi. Then, with good eye contact, I gesture him over with my whole hand or just my pointer finger. If he’s brave enough, he comes to me.

When he’s standing or sitting in front of you, don’t say anything. Just wait for him to ask what’s going on or say something first—then go from there.

That’s always worked for me in most settings. If he doesn’t approach, move on, and a silent rejection is better than a spoken one, in my opinion.

Might be he's scared to make a move. Just keep making physical contact. Sit really close to him, touch his legs, try to get hugs, just be really close to him and try to let it naturally evolve to a kiss
