Knowing the scenario here would help. Sexual talk is unnecessary and often uncomfortable for girls. Many people would rather engage in sex than talk about it, especially with someone they don't know all that well.

Asking her out, asking for her number, escalating kino, pulling to another location, etc. These are all obvious signs that you are interested in them sexually. If she is complying, then the two of you are on the same page.

Complimenting her on her lips or legs or whatever is fine but wait until she is complying and comfortable. Walking up to a girl and complimenting her sexy lips or legs might work, but I think it comes off a little bit abrasive. Maybe it's just not my style, though.
