From guys perspective:

As others pointed out, try to isolate him. Sexy stuff happens one on one.
Be easy to date, if he proposes something, go for it or if it doesn't fit your schedule offer your alternative straightaway.
If he makes small moves on you, like touching you etc, give him green lights.
Compliment his desired behavior. If he talks to you, say you enjoy talking to him. Which aspect do you find is embarrassing?
If it's being a bit more forward in front of the whole group, you can always try and get an idea of what everyone's like with general questions to everyone, then find a situation where you can isolate your target and get a bit more flirty/close and hopefully use some of what you have learned to maybe flick some switches to paint yourself as the sort of person he would be interested in.

It's not your job to keep the entire groups conversation going. You are ONE piece of the conversational puzzle. If you see the rest of the group starting to chat, pull him into a 1 on 1 playful conversation, with your attention on him. Just like women, guys like attention too. Babies NEED love, or they die.
