People (women especially) only have sex with people they are very comfortable with. Touching is a nonverbal way of expressing comfort with another person. If they touch you back, it shows that the level of comfort is mutual. But it's a long way to go to get from "I'm comfortable enough to let you touch my arm" to "I'm comfortable enough to fuck you." Each escalation gets you closer to that level of comfort, while still allowing either side the option of bailing at any time.

Extremely important. It breaks the touch barrier so when you try to hold her hand, put your hand on her leg, kiss her, etc. it just feels natural. It also can make her feel butterflies if she really likes you.

Start by hugging her when you see her, guiding her with your hand on the small of her back at restaurants, etc.
