One way to reduce flakes is to offer a specific time to hang out when you meet them. At the end of the conversation, say, "Thursday night. There's this great bar called XXX. You would love it. Let's grab a drink at 8."

If she's not into you, she'll say she's busy. This is good information for you. You don't want a phone number that will flake. Now you know whatever you did wasn't working, and you know you have to change some things. But you find that out right at the end of the interaction, instead of the next day or the day after when you invite her out.

If she's into you, she may still say she's busy, but she'll usually say something like, "I can't on Thursday, but let's do it another time." She may even offer to exchange numbers.

When you offer a very specific time like that, you give her an option to say no without feeling bad. You get a real, truthful answer from her. And if you do get her number, it's less likely to flake.

Don't care about the excuses, keep asking, if they keep making up excuses drop them and find some girls who are worth the effort.

there is one simple way to play this since you initiated - don't text them back again. you can't control the external things in her life, and all other plans she has made, but if she is interested in you, it is absolutely on her to meet you half way and let you know she is in fact looking to spend time with you. by you not texting back, it forces her to act or otherwise risk losing your attention, so more often than not they will text you back. she might try to make you sweat it out though - e.g. if you ask her to go somewhere for the weekend on a thursday and she says she is busy or flakes, she might wait until wednesday again to initiate a plan with you

it sounds passive, but it is only passive if you are just sitting, waiting, counting time pass to see if she texts back. but if you are simply living your life again, handling your business, meeting new people, and going out and about on your own schedule - nothing at all passive about that.

if you were that interested in the girl, you could try initiating one more time after say, a week, but if the same result happens, pull the plug, delete her number , and move on
