I attempted a couple approaches on the street. Here's what I did:

"Excuse me, I have to go in a minute but I wanted to tell you I think you're pretty" (Just a compliment opener I thought was normal)

Then I try to make conversation. Like "Why are you wearing a mask outside?". or "What are you listening to on your iPod?". Then I riff on that as long as I can, keep the conversation going as long as I can. Then I ask for her number. So far 3 rejections, but they at least they talk to me.

So what can I do to get the number?

Do I need to tease and flirt more, or more rapport, longer interactions etc.

Can someone give me a basic sequence of events or how a street approach is supposed to go?
