From my experience, your approach in Japan should be based on what you're looking for. Looking for a serious relationship? Bring your Japanese A-game and speak naturally. Looking for something not so serious? Using your native language a lot works, and you can easily make inside jokes and kino like that. You're not using Japanese as much, maybe making it seem as if you're not really that capable in it, but can use it to make jokes and catchphrases.

Some Japanese girls may not write much, but it doesn't mean they're not interested. They might send ”今日も暑いね〜　気をつけて^{^"} in the morning and that's it. Sometimes that's just to show that they're thinking of you. I've had some tell me that the reason that they suddenly stop texting is because they want me to call or check up on them. Yes, it's a shit test. Expect a lot of these.

As for meeting up, setting a date is important. If you leave it up in the air for a while they'll most likely go out to meet the other 5+ guys that are talking to them.

The level of politeness used also gives you an idea of how things are going. Some will speak very politely the whole time, but others will just speak casually. It just depends on the personality type.

Lots of girls don't like being so direct either. So you might have some that rather than say no, avoid talking to you for a few days, and then start responding again after they think you've forgotten about the invitation. That's about what I can say without knowing any details. At what point are they starting to flake off? The 1 or 2 week point? And when you say phone number, do you mean LINE?

You don't. Texts are for logistics. If you failed to seduce in person before exchanging numbers, you're not going to compensate for this over text.

.....I usually get numbers about 99% of the time. The problem is continuing after that.....They would keep messaging me though, but say that they are busy when I ask them out. Or some will agree to meet me and then suddenly disappear off the face of the earth.

So the problem is NOT continuing after that. It's at the time you met them and got the number. Something is going wrong and you're going to have to make some adjustment in your opening, approach, conversation, and/or number close. Hard to say exactly what and at which stage because you left out ALL the information about what's going on in those stages.

I don't know it is in your country, maybe it's weird for women to go out with people like that in Japan. You have to make yourself the prize, meaning that they have to feel like if they don't go out with you, then they're losing something
