Don't worry about inviting her onto the rooftop, worry about how to get her to meet you, and then, given the right logistics, you simply grab her hand and tell her: "follow me, i want to show you something", then lead her onto the roof and go on from there.

You can begin the date on the rooftop (do it when you're arranging a place to meet) or begin somewhere else, tell her that she just has to see the rooftop view(play up how awesome it is) and lead her there.
