As for your specific situation OP, your read on it is likely correct, even if you're wrong about the specifics. When girls go from hot to lukewarm like that, most likely explanation is there's someone else (though not necessarily another man) involved. Even if that's not the case, she's treating you like an option rather than a priority and she's being kinda obvious about it. My rule of thumb is to assume until I have reason not to that girls know what they're doing.

I'd look at this as a dodged bullet situation. Here's why. If you never initiate with her again, you'll either never hear from her again, or she'll come back in a month or so acting like everything is normal because her other option didn't pan out. If you do keep trying with her, you'll get string-along game from her, even if her other option falls through.

My last note is this. This is a good example of why it is a good idea to hold off on lots of making out and PDA before you're in a position to escalate further. It dissipates sexual tension, makes you into a sure thing and encourages her to view you as an option. That being said, if this was enough of a factor to make a difference in this case, she's not the one for you. Girls who that applies to are the ones who measure a guy's value to them by the butterfly factor (and there's a scary number of guys who do the exact same thing too).
