I think most people who struggle with flirting don't even know what it is. Check the dictionary definition:

behave as though sexually attracted to someone, but playfully rather than with serious intentions.

So this is the key. Act like you're sexually interested in them but playfully. So they can't tell if you're just joking or serious. There are many ways to do this such as

Using sexual innuendo / play on words, for example, you see a woman on her knees searching for something on the floor, and you say "oh, I like you in this position".
Push-pull (show interest but then disinterest). For example: "You're so sexy. I think, as a virgin, it would be too much to deal with". Here you give a compliment but then disqualify yourself - a way to show interest followed by disinterest. And you also do it in a joking way so she's not sure if you're serious.

Core principle: You have to show sexual intention, that means you need to get your mind IN the gutter. Think sexually, talk sexually, say sexual things. And then you also have to be in a playful mood. So you're joking around with it.

Note: It's definitely possible to over-do it. You don't want to be always in flirt mode. You can't be that joking sexual dude all the time, women will find it annoying. You have to just sprinkle it in here and there. Most time you want to be normal, happy, and confident. Flirting happens sparingly / sporadically to spice up things. I think Craig Ferguson walks a fine line here. Sometimes I think women feel like he's too much. So beware of not becoming over-sexualized. Because women will assume you're sex-obsessed and would fuck anyone at anytime and hence you're not trustworty nor selective. It's easy to come across like the desperate horny try-hard guy. So take it easy with it.

There was never any universal line. Even if it existed, it would be used differently on different girls.

No TV, show, stream, youtuber, PUA etc can actually make you funnier. You must make you funnier. Grow some balls material and join an actual improv classes. Tell them you want to be more wity and talkative, dont be afraid, they will help. You will make an actuall progress in matter of weeks.

Honestly, being yourself. As cliche as it sounds, being overally flirty can have its downfalls. But some tips if you really want to impress someone is:

a) not come off as desperate

b) have confidence in yourself

c) laughter and remembering simple things they might like

d) don't be too sexual too fast

It comes down to letting the person know you are interested, without making it too easy. We like a bit of a chase.

It's been said that alot of your flirting depends on your vibe and your state. I think that's probably true. I'm no expert, but I would think that in most situations, something like:

I like looking into your eyes
You smell good
I like the way you feel

Possibly more risque

you turn me on
you're making me feel weird in the dick (shout out to RSD Jeffy)
you have really nice tits. Can I squeeze them?

It's trial and error because at some point you need to find your own style or else your flirting will come off as too forced or just unnatural. As long as you understand what flirting is, then you are on the right track. And a lot of flirting isn't even what you say it's a lot in the subcontext or the nonverbal communication
