If you're not sure, it's always better to assume it's an IOI. It will help you behave as if she is already interested, even if she wasn't. This can often spark interest even if there weren't any to begin with.

She is interested in seeing if you are confident enough to approach her. She gambles that you aren’t and seems to be proven correct. Who cares if my assessment is wrong or right?

The only reason men think women only like assholes is because by far assholes approach women more and have way more confidence than most men.... that would rather wait for a perfect storm for FOMO. Ironically.

Unless YOU are at work or something professional like that then there is next to no reason to not talk to and approach other people.
