Look with one eye at first then the other, do a double winky wink, then close and open both eyes rapidly and see if she has noticed. If she has noticed proceed to stare until her eyes look away to assert dominance, if she has not noticed, continue winky wink and rapid eye open and closing. Never fails me.

You’re overthinking this. If you make eye contact with a girl then go talk to her. You should be able to tell if she looks away when not interested vs when she is neutral or not interested. It’s not hard if you’ve had any social interaction in your life.

Don't stare at girls. If you notice a girl staring at you, wink and go talk to her right away (3 second rule)

Girl here. I think a smirk from a guy (especially a guy that I barely know) can be a hit-or-miss.

I got one from an indirect co-worker in the hallway the other day when we walked past each other. He’s not physically unattractive but even so my first reaction was (in my head) “Wtf? Do I have something on my face?”

If she looks you in the eye down, and back up at you, and then away, that usually means good news. (This means dominance and they are likely willing to submit).

If the girls eyes go to the left or right and she just continues doing what she is doing, that means your not attractive enough to pull and you will need to DHV through some means to raise her attraction. If you can pull other girls or have a good time and get her to buy into you by DHVing you might be able to try eye contact again and look for what I said in the preceeding paragraph.
