This isn't a question about IOI. You need to learn to be bolder and escalate. Plain and simple. Girls are depending on you to be the man and step up. Don't disappoint them. If they give of IOI they WANT you to do your job as a man.

I can usually identify IOI's easily. The issue that I have, presumably along with many other Sedditors is that I do not know how proceed.

A little bit to unpack here.

"IOIs" before you've actually interacted with the girl, are NOT really IOIs. People are just friendly or they're not. If you see an "IOI," it just means this would be someone who'd probably be nice to talk to. Then if anything else is possible, you'll find out later on.
The problem is not that you're unsure how to proceed. It's that you're looking for IOIs to justify taking action at all. You SHOULD be noticing the actual IOIs as you are knee-deep in a conversation/interaction with some girl. Not at a distance. At a distance, you're just dealing with people who are being nice.

Yeah, you need to change your mindset on this matter.

You seem to think that you go around looking for IOIs before you take action. You don't. Just go interact with people. They reveal IOIs or IODs as you carry on, and you can keep going or peace out, as the situation dictates.
You seem to think that what you're seeing are girls how "have interest" and see it as if there is some pressure, as if the girls have some countdown in their heads, like "Oh, he it doesn't talk to me soon, he must be a pussy! 5, 4, 3, 2......" Cut this bullshit out. You're just seeing girls who are friendly and there's not some arbitrary bullshit countdown.
It almost seems like you're obsessing over JUST going out and JUST talking to only girls. You're making this too complicated. Interact with anyone who strikes you. Men or women. And you'll find that guys and girls you're not interested in, can warm you up. And sometimes, girls that you're interested in, will join conversations you've started with others. So there's no reason to focus on girls.
