I personally think that the best way at getting good at conversation might be to simply be around people all of the time, ideally sociable people, and almost 'learn' from them in terms of what they talk about, and how they phrase things etc.

I've always had bad social skills and here is a little example:

When I first started going to bars and stuff, sometimes i'd approach a group of random girls or something, and I wouldn't know what to say in order to address teh group as a whole. The only thing that ever sprung to my brain was ''How are you guys all doing?'' or something, and I'd get a short reply. I kept thinking ''there must be a better question to ask'' but my stupid brain just couldn't come up with it by itself.

And then, some time later, I witnessed a friend of mine who WASN'T socially retarded, and I heard him say ''So, how do you guys all know each other?'' and it lead to all kinds of conversation.

I was like ''Of course!!! Why didn't my brain think of that!!?''

So I don't really think Eckhart Tolle would help much, personally. In fact, i've got the book. I think for some people, we really need to LEARN basic social skills better, and copying others is maybe the best way. Over time, little things and thought processes become more natural

To be more interesting to people expand your knowledge and interests. Read all sorts of books, magazines and articles. An interesting person is one that surprises me with their knowledge of several different areas and grasp of current events, not someone that has read a book on conversations and charm. If you want people to pay attention, give them something to attend to.

I would recommend The Charisma Myth. It's not about conversation exactly, but it's about developing a charismatic personality, and how you make people feel is a lot more important that what you say.

I know this is not what your looking for but there is no book that is going to help you. It something you just have to do, ANY time you spend in conversation will be worth 20X what would be spent reading. Your thinking about it wrong, and I know this because I am the biggest overthinker and thought I could learn all of it intellectually at one point. You need to go out there and be authentic bottom line, start conversations with everyone and eventually you will calibrate. Its scary but you cant fake this stuff and its not until you give up on what you have been doing that you truly connect with people. You have to surrender.

I have seen some images with guides that give you tips on how to generate conversation topics but really what it comes down to is the hours you put in. Hope that helps. And reading Eckhart Tolle is for sure a good idea but keep it in the front of your mind that nothing is more important that going out there and facing your fear.

Voice-record your conversations with your friends via your phone, transcribe those conversations and use their content as foundation/starting point for how to talk and what to talk about with girls.
