Inner game cannot literally be observed, its like the wind in that it certainly exists and has its effects although it has no form in itself. What it is is the confidence, mentality, and habits that drive every interaction with females. Inner game is mostly built up from reference experience, although knowledge and mentalities adapted from reading material can help to some extent.

Outer game is a reflection of one's inner game, which also mixes in conscious or sub-conscious "techniques." For example body language, eye contact, tonality, and physicality are all outer game, but they would be awkward and forced without the right inner game behind them. Then you get stuff like openers and push-pull which are "techniques" that express that inner game similarly to the nonverbal aspects of attraction listed above. Both are outer game. Also note that outer game is not just routines or techniques, it is the actions that express intent, sexuality, value, and arousal knowingly or otherwise, in the case of naturals and men who have never heard of game.
