Understand this - there is a delicate line between "picking your spots" where you have a high chance to succeed, and flat out being reckless by approaching a girl the very first chance you get.

Take the gym for example. There is a high probability that if you stick to a routine schedule, you are going to have plenty of chances to approach a girl who caught your eye on an elliptical. You could:

a) notice that both machines next to her are taken, stalk her and wait for her to get off, then abruptly chase after her to introduce yourself

b) note that a machine next to her is open, take it, and casually introduce yourself and go from there

c) realize that if you come around 8 pm on weekdays, and she was there around 8 pm on weekdays, chances are very high you could see her again around 8 pm on other weekdays at which time you could introduce yourself

Now, though a) is the most "direct" approach, you're better than that because to approach a girl in such a way conveys that you are either insecure and trying hard to be noticed, or that you must be so deprived of women in your life that you would go well out of your way to talk to a perfect stranger. There's a fine line between coming off like a desperate guy, and a smooth guy who decided to take advantage of a circumstantial encounter (jumping on the neighboring machine).

There's no such thing as a time one shouldn't approach, but there is a such thing as a "better time" or rather "better way" to approach. That's what you need to identify.

There is no such thing as a "time when to not approach". There is only situations where your chance of a more positive response aka a bar compared to a nerdy girl in the library who is studying for tommorow's 9AM final exam.

There is one set of circumstances under which one should not approach.

And that's if you want to be left alone right now.

Always Approach. When you are concerned about interrupting their quiet time, make that part of your opener. Sometimes people do just want to read their book. Say "Do you mind?" with a smile and sit down next to them.
