Take the attention off of the dog and onto you. The dog is a perfect opener, everyone likes them but it is easy to focus on the friendly fluffy dog. Open with the dog then move the conversation to "so what are you up to on this perfect day?" Keep the conversation going from there without looking at or petting the dog.

I was just in this position the other day and the convo ended early because I put the attention back onto the dog, mistake.

Yes you could think of a few lines like "he must like you, he only walks up to cute single girls" or something along those lines. Don't lean on that crutch for too long, you have to take the attention off of the dog.

If she says something along the line of aww he's so cute. You go, well you are cuter. Ice broken and then escalate from there

Perhaps a question as simple as 'So what are you doing here?' Followed by something along the lines of 'I'm doing [insert whatever it is you do] later, you should join me.' Exchange numbers, do the thing, if she comes cool, if not cool. For me the easiest way to pick up girls in a fluid and natural feeling manner has been to cultivate an atmosphere of doing awesome things on a regular basis. So that first of all you are having a good time with life, and second that you can bring people along that you'd like to include in your life. However, do not use this as an excuse not to be man to woman and clearly express your intentions through your behavior.
