It's simply a smear used to paint all men with a broad brush. Any good social scientist has to account for why men are more likely to commit crimes, but if you reduce that down to "toxic masculinity" you're pushing an agenda, not honestly approaching a difficult and nuanced topic.
A great example of the agenda-pushing is Anita Sarkeesian's latest Twitter ranting about how "toxic masculinity" was responsible for the most recent school shooting. What % of men shoot up schools? Sure, a majority of the people perpetrating mass shootings are male, but with ~150 million men in America alone, it's hard to single out "masculinity" or some false ideal of it as the root cause, particularly when school shooters are so vanishingly rare. Untreated mental illness is almost always the common denominator, but to acknowledge that would be to let men off the hook, so "toxic masculinity" is blamed.
This is part of the "heads you lose, tails I win" moral calculus of modern feminism. When a majority of school shooters/murderers/violent criminals are men, that's a problem rooted in social conditioning and masculine ideals. When men give more to charity, file more patents, start more businesses, work longer hours, take on more dangerous jobs, support families or lead social causes, that's an example of society holding back women, who, it is taken for granted, would do all of those things in equal numbers to men were it not for the pernicious patriarchy.

Nothing is unequivocally a positive, I suppose. Men working longer hours is a net positive for the economy but often leads them to be alienated from their families, or to early heart attacks. I think the explanation for why men work longer hours is both sociological and biological, but it's hard to reduce that to "toxic."
The draft appeals to masculine ideals of bravery and self-sacrifice, certainly, and it leads to a lot of male suffering (see Vietnam) but military conscription of men is also how the world as we know it was shaped. Britain sent its surplus men to colonize the corners of the earth. Long before nations, tribes made war with one another and conquered and were conquered in turn. None of this is elucidated by references to "toxic masculinity."
It would also be a lot easier to take the term seriously if it was ever applied to women. Ever heard a social scientist refer to "toxic femininity"? Didn't think so

It's hard to label that "toxic." A man working longer hours is a better provider for his family. In fact, provisioning for his family has traditionally always been the main motivation behind men's hard work. You're using "toxic" to be synonymous with "deleterious," and once again I think the term is simply inadequate to that.
Unequivocally "toxic" behaviors include bullying, assault, rape and mass murder, and while men may be disproportionately represented among these ranks, it's incredibly difficult to draw a line from their ideals of masculinity to their behavior.
The short answer is: no, feminists and social studies professors (almost, in truth, a 1:1) do not use terms like "toxic femininity." The behavior they view as bad is blamed on patriarchal conditioning, and it's likely not the same behavior you and I would label as "bad."
