Well You have several options.

*1 You can request to speak to the chaplain. (even if you are non religious) He can act in a capacity kind of like a counselor he might be able to provide you with guidance or if he does not have and answer he could point you in the right direction and resources to help you.. All you have to do it talk to your immediate supervisor and say that you want to talk to the chaplain. you do not have to tell them why and the chain of command has to put you in front of the chaplain within 48 hours.

*2 You can request mast. Requesting mast gives a enlisted person the ability to go up the chain of command and talk directly to your commanding officer. you can even go up to his commanding officer. It is the right of any enlisted person to request mast. I know the procedures for requesting mast are in US navy regulations (Articles 0820c and 1151.1) and the Marine Corps Manual (par 805) I am unsure of the articles under Army or Air force regulations but there should be an equivalent (Ie an open door policy.) if you cannot find any thing of the sort I would talk to your legal officer who would be more able to assist you.

*3 To talk to the officer in your unit who holds the billet of equal opportunity officer. He is the guy that will do command climate surveys every once and a while.

*4 Speak to your legal officer and explain what it going on to them they might be able to assist you.

*5 Lastly you have a nuclear weapon in your arsenal of tools it's called a congressional inquiry. All you have to do is write your congress person and explain your situation. what happens next is your congressperson send a letter to the department of defense asking for an explanation of why they are doing something (shit rolls downhill from here) if you can get somebody in the media involved it helps speed things along. anyway this shit keeps on rolling down hill until it gets to your command. At that point they have to take action and send back there explanation of what is happening and what they are going to do to fix it. example. When I was in Afghanistan we had a marine write back home and explain to his parents that we did not have enough to eat at our patrol outpost he gave them some sob story about how we had to pool money together to buy livestock from the locals so we could eat. his parent wrote there congressperson shit rolled down hill next thing I knew I got woken up in the middle of the night because my 1st sgt and my sgt major arrived at our position chewed our asses and I spent the rest of the time I was supposed to be sleeping counting boxes of of MRE's and cases of water. They guy who wrote his family was just lying. We did have food (as it turns out we were short though so that kind of vindicates him) Anyway That's getting off topic if you choose to write your congressperson and are unsure who that is go here and put in your zip code http://www.house.gov/representatives/find/

-Edit 2 Remember YOU DO have rights even though you are a member of the armed forces people may try and tell you other wise however, the best way to beat that is to KNOW YOUR RIGHTS. So research the regulations pertaining to your branch of service if you have to print up a copy for you and be prepared to show the order to they people you have too.

I'm in the Navy as well. The most important thing to do in this situation is to remember that the Chain of Command always comes first. Which means that the E6 should be your first point of contact. (Try to work everything out at the lowest level.) But if you feel uncomfortable with it go to a Chaplain and they can talk to the higher ups while keeping you anonymous. They literally cannot tell anything that you ask them not to. (Within reason.)
