Because women are our culture's beauty and sexuality ideal. Anything that sexualizes them is seen as attractive, because they are considered to be sexy as a trait of their very existence and femaleness.

Men are sexualized only by their ability to pay, perform, and pursue. A man engaging in sexual release without a partner is seen as man who can't secure a partner, and thus, an unsexy man.

This, of course, is bullshit. I have several different sexual partners, and still masturbate a lot... because I don't always have time to go visit one.

In short because we have the sexist attitude that:

Anything that gives women easier access to sexual gratification - is empowering to women.
Anything that gives men easier access to sexual gratification - is demeaning to men.

It is why porn, male prostitutes, and sexual toys for women are seen as her having a healthy sexual appetite, yet porn, female prostitutes, and sexual toys for men are seen as pathetic and to be shamed.

It comes down to control. Women want to control men's access to sexual gratification - whether by reward, force, or shaming.
