This comic is showing the response of mothers, not observers. The mother being an actor would not be an accurate test of what the comic is showing.

I still make goofy faces at kids. The kids usually love it and the parents are usually too busy buying shit to take notice. The ones that do have never taken offense.

I get comments on my baby at the grocery store and laundromat all the time, from men and women. I just grin stupidly and babble about my spawn, in either case.

I used to exercise around parks on my running route. Mostly pull ups on the monkey bars, you wouldn't believe some of the looks I got from mothers watching their children.

I think maybe the joke was that the Forever Alone guy said "HI BABY!" thus implying he was talking about the adult woman and not the baby, causing her to get angry.

Maybe the baby isn't reacting to the man, but to the mother's reaction to the man. "Hmm... mom's acting wierd, so I'll start crying. Waah Waah."

My ten-month-old seems to base her reactions to the world much more on my reaction than anything else. I can't count the number of times I've seen her fall over and smack her head with an audible crack, only to bounce right back up laughing, whereas if she hears a gasp from me, she'll let loose with a wail that would wake the dead. Food also, especially new food, gets a noticeably better reception if I act like this is the YUMMIEST THING EVAR.
Most babies start to get really weirded out by strange people after 6-8 months as well, and the first thing they do when a strange person approaches is look to the mom for reassurance and cues on how to handle this new person. I always smile at my baby and the stranger and encourage her to interact. She usually smiles back at me, then at the stranger, and then reaches out her hands for patty-cake.
Tl;dr - This mother is setting her kid up as a misandrist. :(
