I don't want to hit her up constantly and annoy her but I also don't want to just not text her and have her forget about me lol

The way for her to not forget about you is to become unforgettable. The way to become unforgettable is to lead an interesting life. If you lead an interesting life you don't have time to text her about pointless and mundane things throughout your day.

Ask yourself what you want from this girl. You're young so your best bet is using her to gain experience in dating, and if you're lucky she might even let you finger her wet pussy (jk, I hope you go all the way man!). That being said, text her whenever you want to set up a meet (logistics). Don't hold conversations over text/facetime, this tells her she can use you as an emotional tampon when she wants to waste your time complaining about her problems. Treat her like a timebomb--if you don't make a move within a couple weeks girls move on. If she turns down an offer for a date, listen carefully to why she can't make it and then make a better offer. If she turns you down again, and the reasoning seems poor, it probably means she just used you for attention/validation and doesn't actually want to pursue anything with you. Learning to read the subtle signs (something that will come with experience) will help you loads in staying calm and rational and not getting utterly confused by the female psyche.

Here's what my advice is, text her to set up a date, something like "Hey, [insert a compliment if you genuinely can to suggest your interest], let's go out and do [propose a fun casual activity like going on a walk and getting ice cream, or going to the park and playing frisbee] on [a day of the week]" and take it from there. If she consents to the date, ask where you'd like to meet and remind her you don't have your license yet (at your age it's not as big a deal as you'd think, just don't make it a big deal man. I got my license sophomore year of college btw). She will get the hint that you are asking for a ride. If she flakes bc of that then imo you can next her.
