I'm gonna assume hornier as in horny most times and not in intensity of the horny. The one that has higher testosterone levels is the hornier one. Can easily see it in nature as well.

It's different. Women won't take a physical risk because of horniness, but men will.

Women produce the big gametes, so women who take big risks to satisfy their sexual urges were punished by natural selection. Women who avoid risks and suppress their horny impulses were rewarded by natural selection.

For men it's the opposite. Men who are careful and suppress their impulses are punished by natural selection. Men who gamble big and win big are heavily rewarded by natural selection, men who gamble big and lose big don't do any worse than cautious men.

Women are not as horny as men. Or do not have as high a sex drive as men. Study after study has proven this.

However another good way to show the difference is comparing lesbian, straight, and gay male couples. On average lesbians have sexual activity 1-2 a month, straights 1-2 a week, and gay males 6-7 times a week (also gay male couples report going outside the relationship more than other couples).
