This has been a common theme across so many conflicts, unfortunately.

"Rich man's war, poor man's fight".

The U.S. did this in the Civil War with the Conscription Act of 1863. Only you could buy yourself out of the draft for $300 dollars. Adjusted for inflation, that would be almost $10,000 in today's dollars.

During Vietnam, while buying yourself out of the draft was not legal, you could get college deferments until you turned 26 and were no longer eligible for the draft. Some wealthier sons would stay in college for 6 or 7 years, changing their major and/or going to grad school. A notable example is current President Biden, who received 5 deferments from the draft (4 for college, and 1 for 'asthma', even though he was active in youth as a lifeguard and played football). President Trump also had 4 deferments for college and then bone spurs in his feet.

Then there is the greatest deferment/exemption of them all from forced conscription:

And the same thing in russia, conscription dodging costs $10,000, which is why you mainly see minorities and young men from poor regions of russia at the front lines of every war

Which law? Didn't see any of this, only the law that men working in rail, logistics industry (delivering humanitarian/military aid) can now leave country but only for 30/45 days for doing their duties.
