The Men voluntarily stayed behind & female Titanic survivors erected a monument to their gallantry. Women and Children First was for real back then.

Titanic and Birkenhead are exceptions, where a significantly higher percentage of women than men survived.

In general, however, roughly the same percentage of men and women survived maritime disasters, in some observed groups of maritime disasters, a larger percentage of men survived (it may not be discrimination against women, men are stronger, bigger, tolerate the cold better...).

Women and children first was probably culturally popular in the time of gentlemanliness and I can imagine that many people believed in that rule, but it remained more at the level of theory during real disasters, because the instinct to fight for survival is strong. A few decades or even hundreds of years of cultural influence can hardly override it.
