It doesn't matter. She might have been creating her "I'm not a slut" excuse early, and went a bit far with it. Leaving tomorrow, fuck it I'm gunna throw myself at that dude and make him fuck me, but I can't let the girls think I'm a slut. "oops I'm like totally sooooo drunk!"

Was she actually drunk off her ass, trouble walking, impaired judgment, can't consent, sex with her would probably be rape, and she's part of your social circle so it wouldn't a hookup you'd never see again and there would be social consequences? Then you acted correctly. The sex isn't worth the risk.

Or was she really not that drunk, she was just fine. Walking and talking great. Maybe her inhibitions were slightly lowered thanks to a few drinks at the bars, which led her to let her inner slut out, grind on you, and make a move for sex. But she didn't want to outright admit to being a slutty college girl, so she told you (and herself) that it was the alcohol. That way, she's totally not a slut. And then you didn't escalate on cue and put her to bed instead and left her disappointed.

You were there. Not us. If you really couldn't tell, don't take the risk. But lots of girls use feigned drunkenness as an excuse to act slutty and forward, so they can say "I'm not reeeeeeely a slut! I just get a little grabby and horny when I'm drunk!"
