Classifying a rape case as "unfounded" essentially means police don't believe it happened, and it does not show up in crime statistics.

A 2012 report on sexual assault from the Police Executive Research Forum suggests that police stop using that classification for sexual assaults, saying it "remains a serious issue in many cities. In some cases, officers have 'unfounded' cases merely because they could not substantiate evidence of physical trauma or because they made judgments about whether prosecutors would consider the case weak."

So if police can find no evidence for a rape charge, or that there isn't enough evidence for a conviction, they still have to count it as a rape for crime statistics.

They are only victims if they are telling the truth. Therefore the statement, before having any authority, must be justified by proving that the complainant actually is a "victim."

The woman reported the attack immediately to police, only to be told, “If we find out that you’re lying, this will be a felony charge.” Before giving her a medical examination, officers subjected the woman to interrogations during which they said things like, “You’re telling us a different story than you told … the other detectives,” and “This only happened hours ago. Why can’t you remember?” Having had enough, the woman cut off the interview.

The article writer says this is the police assuming that the accuser is lying, but all they're doing is informing her that lying is a crime and asking questions as part of their investigation.

"unfounded" means the same as "no evidence". The policy seems to be one of simply misrepresenting the facts to the public so as to bolster feminist victimry. At any rate police are simply not in the business of judging what accusations are false and never have been despite feminists always trying to quote bogus figures based on police comments.

Making a false accusation isn't a crime so police don't bother to figure out if it is happening.

Sgt: "No choice boys, our hands are tied. Give 'em your issues and your wallets. No sense in going to hell over this."
