Boris Johnson is correctly referring to a very strongly gendered cycle safety issue in London where he was mayor.
In 2009 ten out of the thirteen cyclist deaths in London were women despite cyclists being 3/4 male.

Also despite women generally being safer at pretty much everything including cycling.

Boris blames EU regulations for delaying a law regarding lowering truck cabin windows to suit the UK's specific conditions, which include poor road design and bad attitudes and competence of UK drivers. I don't know how honest he is in blaming the EU, there was plenty of other stuff he could have done without EU approval.

Women generally ride slower, hug the left side (driving is on the left in the UK), don't jump red lights. As a result they are much more likely to be run over by left-turning trucks.

Men are more likely to filter to the front and wait between the left and straight ahead lanes, thus being safe from left turning traffic. This takes confidence which partly come from height, power to weight ratio, and competence with gears.

Men, lawless bastards that we are, are more likely to jump the red light. Anticipating the change to green by a few seconds can greatly reduce danger around a left turning lane or if the bicycle is turning right. The bike gets out of the danger zone or at least is visible before the truck or other traffic can start moving.
(In some US states and French cities cyclists are allowed to treat red lights as Stop signs, and Stop signs as a Yield. It works well for traffic flow and road safety).

TL;DR: The makeup mirror is not the only gendered mirror on a truck. The effects of traffic lights is gendered.

I remember something about women getting killed more often because they were more cautious, more likely to get run over by a left-turning truck because they don't jump the lights as much.

It's a nuanced statistic, but I'm pretty sure it's real.
