But bars in my area absolutely charge 'men' a higher cover. A lot of bars will waive 'women' covers just to have a "better 'women' to 'men' ratio."

This is old news. The last time I read this on PPD I said "If this was a cafe that exclusively hired abused women going through a nasty break-up, ok I could understand that sort of sexism within the business" because it's helping a portion of the community to get back on their feet.
