For the same reason companies should "legally" have a woman quota on their board. Because so far, just going with competence has for some inexplicable reason led to there being more men than women at the C level, even though women have the exact same rights and freedom as men.

One might even possibly suggest, if they were an absolute pig of a misogynist, that women are incapable of competing with men and require special help to do so, which is of course preposterous and spits in the face of the idea that women are just as capable as men.
