This appears to be from Australia. I have never been to Australia and don't know what the situation is there with male single parenting. In the United States where I live, about 25% of single parents are men. Nevertheless, much of the writing about parenting in the US uses the terms "parents" and "mothers" interchangeably -- fathers are tacitly assumed to be irrelevant. Even in social/psychological studies published in peer reviewed journals, the terms "parents" and "mothers" are often muddled or used interchangeably -- it is assumed that the reader will understand "parents" to mean "mothers." After scouring the available literature for studies of male parenting, I have concluded that social science researchers in the US are overwhelmingly committed feminists who write with an agenda to benefit women only, and who generally have zero interest in men except to disparage them.

In this climate (in the US), I would never assume that legislation based on the recommendations of a "Women's Economic Equality Task Force" that uses the term "parents" without explicitly stating that "parents" includes men, would be interpreted and applied for the benefit of anybody but mothers.

I watch a lot of feel-good, cute animal videos. Many of them feature animals taking care of baby animals that are not theirs. I cannot count the times male animals have been described as "mothering" or "mothers" in these videos. Very, very rarely do people refer to these male animals as fathers. And people NEVER describe a female animal as fatherly.
