All other things being equal in terms of status/money/looks. I think women control who gets sex, but men control which women get taken seriously as romantic partners and who becomes wives. So overall, men control relationships more.

Men are the ones that propose, which puts the power of serious commitment in their hands. Even if women don't want to give men sex or date them, men can still go to hookers and easily find a wife when it's time to commit.
