I think a lot of women assume because a man is physically stronger they could never be abused. In this paragraph the author correctly cites one of many reasons why a man’s physical strength wouldn’t protect them from abuse. Here are a few more

Fear if they use their strength they will hurt the perpetrator and they will be the one in court. Maybe they used their strength before in a situation and were punished by society. Make use of violence is highly policed and taboo.
The abuser being in a position of power where they could destroy your reputation or career.
Just fear generally. Even people who are physically stronger can still feel afraid and have a flight response or fear paralysis rather than a fight response
The women having a weapon or being physically stronger
