In many situations, women won't just go to bed with a guy they met, even if he has a really high level of game. I can think of some examples. Maybe her friend is visiting and staying in her room, and she wants to show her the local spots. Maybe she has an important event she won't miss latter in the evening. Maybe she's just tired from pulling a all nighter and just wants to go to bed and sleep.

Also, many women, regardless of the situation, just won't go to bed with a guy they just met.

So, what you're advocating is to filter these women, which may turn out to be incredible women once you get to know them better and they become comfortable with you? Seems kind ineficient, tbh.

If you just want the practice, I think it's better to just try to pull until you can't anymore and then just "give up", ask for the number.

Nope. Do what you need to do but always carry a phone. You always need a back up plan
