i would bump that up to 10. it's quite easy to say hello to 10, maybe 1 of them will start a conversation and go from there

Starting with one is fine. Some people start off by just smiling at a handful of girls before even attempting to do approaches. Other guys dont even approach at all.

Can someone explain what the goal of this is? Is it to get as many numbers as you can and go out, or is it to build confidence? Genuinely asking because I’ve heard this phrase a couple times.

if anything you should start with a high number and then lower it as your skills improve.

I think that's a great idea. There's a book called Tiny Habits which talks about starting really small with a habit so that later you can build on it.
