What a woman says really doesn't mean a damn thing half the time. It's her actions that matter. My guess is she had some interest but has/had a "main" dude and patched it up with him or another, better option came along.

If she liked you she'd hang out with you. When a women's words and actions are not in agreement, trust her actions.

Tell her that you and her are going to hook up sexually sometime in the future but for now you have other things to deal with.

If you say it in an assuming way and don't give a deadline as to when (which shows patience) ... that thought will play in her mind every day till she can't help herself but contact you ;)

Give her a time and place for drinks. She wants it to happen, but seems to need a little push. You might say something jokey like "Oh don't worry, nothing's going to happen - I don't go anywhere without a chaperone" or "Oh please, I don't bite - unless you ask"
