I think you should just avoid mentioning the invite and just talk to her when u have the chance. Then during the convo you propose going out together somewhere and get her number. Just to clarify - her staring at you might not mean all that much plus the fact she hasnt accepted your follow doesnt bode all that well. I would accept that this situation might just not go anywhere.

Don’t get caught up in your head. Just cause she’s staring at you doesn’t mean she wants to fuck you. What if the girl was a guy, would you think anything of it? No. Be bold and ask her out “hey would you like to go out with me sometime”
