So suggestions for smiling at them or winking or twirling my hair or things that guys usually say are not gonna work for me either. If I try to smile it'd be one of those horrible fake smiles that scare people.
Someone with a straight face twirling their hair does sound very creepy. On a serious note, try to make a quick disclaimer and mention this to everyone you talk to. Say something like "I have rbf and I'm bad at socializing, so if I look mad I'm not, I'm just awkward" before continuing to talk about what you were talking about.

Well seducing involves action so that might be a bit hard to do if you're shy. You'll have to put yourself in a position where you're around people that you like, at the very least.
You might also try watching National Geographic and studying the mating dances of other species. Maybe if you approach a guy with one of those dances, he might respond with his dance and then you'll both have sex right on the spot.
I always recommend starting with a good crab scuttle.

Key for shyness is Connection... You don't need to be a pro seductor, that's more kind of a movie thing. You maybe shy and it's maybe so hard to start a convo, but what's not complicated for you (I bet) is focusing on 'the unusual', what do you see in him that you like? His colored hair? nice bracelets? skate shoes? good rock band tee? (tees are a good one) that's a simple but poweful technique to start any convo with anybody about anything. You need to escalate slowly but surely, do you see him often? be the first saying HI! while waving your hand! you'll be surprised if you knew the power of a simple salute... I've had AMAZING love adventures that began with a simple "hi...". Keep in touch with him on Instagram and after some time, you can bring him 'casually' a small present like some chocolate or treat you like, maybe and only maybe you will call his attention enough so he'll get so interested in who you are, so He Will try to date You, and yes that's Pro Seduction.
There are some home exercises (yes home) that you could practice to develop your conversation skills, so you stop screwing it up. Feel free to ask.

I see him often. He is a neighbor. We aren't that young though, he's about 40 so no cool shoes and tshirts. I like that he seemed possibly interested, before that he was not someone I had any attraction to. Other than that I really only like his gaze. That's not something that starts a convo. I don't use social media, so not gonna be looking at anyone's instagram. I can't just start waving hi at him for no reason. What home exercieses?

Ok, now haha. You didn't mention that in the post. Obviously the context changes a lot, but not everything. Waving your hand will not make you look as a weirdo, instead is a Huge step, but you and only you know if it's appropiate.
In seduction, we create a connection to after create a link between each other, to escalate afterwards. Noticing 'the unusual' is a first step to take action and set that desired connection that creates empathy and some expectation. I'm not in my 40's (yet) but if I would, I'd try to find what does he like. Does he have a fav baseball team? Does he like to run on sundays? (any other activity you could just join?) Don't take it to literal, just get the context.

Alright, the first exercise goes like this. It has two parts: First, fulfill a jar with plenty of topics written on pieces of paper, then sit comfortably. open the jar take a paper without checking, and start speaking out loud about that topic for 2-3 mins. How? just say whatever comes to your mind, just don't stop the 2-3 minutes. Then move to the next topic. In seduction you don't need to know the smartest pick up lines, or exaclty what to say to every guy. Just saying what you think in that present moment is sometimes more than enough.
Second, apply what you practiced with relatives or people you don't mind their reaction, this time without the jar, the random topics are in your mind.

I think you need to go through small Exposing steps to gain your social confidence and win over your social anxiety and fears of being judged.
Basically you want to practice opening up to people about your issues, it's a learning process to open up, share your fears and feelings as silly as they sound and try to be yourself with them without being self conscious and judgemental, do this often and you will slowly calibrate your anxiety and might event transformer the fear into excitement . The more you share the more you gain, you gain trust in yourself, trust in others and you gain courage to do more.
Ultimately you want to become confident to be yourself without feeling hated or feeling the need to please others, you just want to feel good enough and worthy of having a social circle and a nice partner.

Since when did seduction have anything to do with talking? I've had some of the best sex ever with women I can't say a word to as we don't share a common language in swinger clubs overseas.
