I had this exact problem a few months ago, and I think I gained some insights along the way:

For a recovering AFC, learning to approach, carry a conversation, spark attraction, and makeout with an attractive stranger feels like obtaining a kind of superhero ability. You start to identify with being sociable and desirable. Your friends are in awe. You can't wait to go out every night and flex your new abilities.

This is a very important phase of the journey to awesomeness. It helps you cultivate the fundamental skills required for success with women. However, this becomes a problem when you want to take your game to the next level and start racking up lays. You're so excited by the small, yet consistent success with makeouts that you fear the uncertainty of moving to the next level. The reality of the next level is this:

MAKEOUTS AT MEET HAVE NO CORRELATION WITH DAY 2 CONSISTENCY. Girls don't see makeouts as important as guys do, and subsequently they will routinely make out with guys for the "fun" of it without any intentions of seeing them again.

You will soon realize that women are more turned on by intrigue and sexual tension than explicit physicality. Put your lips close to hers, tease her, but don't actually kiss her on Day 1. You'll drive her crazy with thoughts like "Who is this cool guy who wouldn't make out with me? What does he have going on in his life?" The makeout may be fun for her, but she didn't earn it. It's like having a juicy hamburger thrown in front of you without watching it sizzle on the grill for some minutes. There is no anticipation.

Women, in contrast to men, are wired to find pleasure in sexual tension. Next time you are about to go down on a girl, notice that she'll moan more when your kissing around the pussy than when you actually start licking it. It's the same principle.

Don't let anyone tell you you can't meet future girlfriends at clubs. You can. It's just all about how you handle it. It's not like you'll only see a certain type of girl at a club (unless you're focusing on middle-aged women or something).

Nobody's "percentage" is greater than 50% anywhere. If you're even at like 25%, that's a pretty good percentage.

Here's where you're fucking up though:

This percentage is always gonna be pretty close to zero. Girls are looking to have fun at clubs, and they can do the same thing tomorrow that they're doing tonight- so unless you make a really good impression, it's simply easier for them to go ahead and find some other guy the next night. They're also more likely to be "satisfied" with the experience, so they don't really seek anything more with you.

You should really be more focused on getting laid. Getting a number means next to nothing in most cases, and making out can sometimes mean even less to the girl. There's no substance to it. So it's not gonna mean much unless it's backed up by other shit. That's why what I usually do is make out with a good amount of girls, and then eventually pick the one I like the most (or sometimes the one who makes it easy), and I fuck her. When you're fucking her, you're basically guaranteed a day-2 unless you fuck something up (she's already in your bed the next morning, that's basically a day-2 right there- go out to eat, or just chill at your place or whatever. That kind of shit usually leads to a relationship, if that's where you wanna take it).

I hate the whole concept of day-2s for the most part, because I feel like a lot of guys treat it as a necessary "step" in some sort of "process." I just fuck girls, and then if I wanna see em again, I see em again. The whole concept of day-2s is basically shattered once you fuck the girl- it's not like you need to set up "dates" and shit in order to woo her or whatever. The only time that sort of concept even enters my mind is when I'm doing day game shit where it's not really possible for me to fuck her that night- in every other situation, I'm basically expecting to either fuck the girl or get blown out (and that usually applies to multiple girls).

More importantly though (although I understand if other guys do this differently), I don't even get numbers or anything. Don't ever settle for a number if there's any possibility you can take it further and try to bounce with the girl (if that's what you want- I mean if you don't really give a shit, go ahead and get a number, but don't rely on it for any sort of success, especially coming from a club situation).

Edit: I just read durrrrrrrr's comment. You know what's funny (I agree with everything he said btw) is that I treat makeouts the same way he says girls do. I place absolutely no importance in them, and usually that means the girl's gonna end up more invested. Like when I just make out and walk away, or kiss for a bit but then keep dancing, or whatever, all of a sudden she's wondering what the fuck's going on and sure enough she'll be keeping an eye on me for the rest of the night. Makeouts aren't important at all if they're something you do on a nightly basis with multiple people- consequently, the vibe you give off in that sort of situation ends up being really attractive (because she's thinking "Why the fuck does this guy seem so into me [by making out with me] but then seems so disinterested like he doesn't care?").

Go to a place to meet women that isn't where the skimpier the dress size the more acceptable your attire is, getting fucked up, dancing, and instant hook ups are the only priorities of the crowd. Clubs are places to have fun and stretch your wings, a place that for living in the moment.

You wonna get a girl to date 2? Meet chicks in other places and you won't run into as many chicks who only want you for the night. Doesn't mean you can't get chicks in clubs to progress, it's just a lot harder when your hammered and she's hammered and the fact your guy and she's a woman qualifies for a make out session.
