Well, if your eyes continually meet, pass a slight and genuine smile at her and see how she reacts to it. If you get positive feedback, go and just take action. Just let her know you're coming and don't worry about the interruption, you know whats going on, the girl knows whats going on, her friend will know whats happening as well. And really important! Involve her friend in your convo as well. Dont let her hang to the side and be bored.

Not in the daytime. In the evening you may flirt with the friend, but in the daytime/not a night venue, you must be direct in why you're talking to her. The friend may even vouch hard for you as you are direct in your approach in telling the girl you'd like to get to know her.
Just say hi," I really like "xyz" about you, you caught my attention.... where are you going now."
xyz might mean her style, her smile, her eyes, her energy. something. Don't flirt with the friend in a situation like that, then they are both wondering whom you like in a day time situation like this.
EDIT: As for the initial approach, you can acknowledge the friend, I even suggest it. Just say, I know you guys are chatting but " I really like "xyz" about you, you caught my attention.... where are you guys going now."

I've never understood how flirting with the friend thing helps? Would it not make a girl go onto auto rejection thinking that you're probably not interested?

If you are doing things right, shortly after meeting you, they will both be very into you. Both girls will be scrambling to stab each other in the back to get with you.
The purpose of going after the friend is to reduce anxiety in yourself. It is less anxiety-inducing than going directly for the girl you want.
