Go for attraction first. Compliment her after she has "earned" your affections, when you move on to the comfort phase. It will make your compliments come off as more genuine to her, so they will have more effect. Don't shower her with compliments all night. Don't forget to push/pull.

Complimenting accomplishments, with care, is fine. I've had reasonably good results complimenting athletes on a well-played game, for instance, though I usually would follow up with a humorous push. The really risky compliments are things like, "OMG, you have beautiful eyes!" or "You have great X" (where X is any feature she was born with, rather than something she chose...so X="style" is possibly OK, while X="knees" is probably not wise).

If you are coming from an informed position...someone who regularly arranges similar events, for instance, it's even better. You shouldn't brag about being from that informed position, just subtly make it known you understand the challenges inherent in putting something together and pulling it off smoothly. But, don't try to fake it, if you aren't coming from that informed position.

Anyway, I'd make sure you don't dwell on how awesome you think she is. It should be in passing, and said calmly and not like an overenthusiastic puppy.

Here's how I'd approach it, probably:

"This is a helluva shindig you've put together here. Nice job."

"Thanks, I did blah blah blah, and had help from blah and blah."

"I bet you had to be a total ballbreaker the past few weeks to pull it off. I feel sorry for your boyfriend. He must be curled up in the fetal position somewhere under a table, by now."

This is, obviously, a push, and should be delivered with a smile. She'll either qualify that she doesn't have a boyfriend, or whatever from there. There are probably other good push type things you could follow up with...maybe some that are less risky (but I don't mind taking risks...they tend to pay off with dividends with girls that are attracted).

I am sure that a lot of other people (male and female) will be complimenting her on what she has put together if she does a good job. It is fine if you say it, but don't expect it to stand out.

She's going to be completely immersed in running the event, you are just another guest to be handled, amongst the hundreds. It is always appropriate to compliment the host, but don't think it will be received as anything but a formality, or even remembered afterwards. Find some other venue to approach her. Perhaps contact her after the event.
