If she's interested, she'd be there. If not, forget about it. Dating, as a parent, is tough. Most single parents (assuming she's single?) just kind of want to concentrate on their child/children and work to support them. Not a lot of time for anything else.

Sounds like she's just being polite/friendly. Also, if you proceeded to flirt with her so directly you would violate what you already said (per your statement to "keep it professional from her on out." If you arrange to meet with her after hours, and she meets with you and realizes you're only trying to score a date, I bet she would be pretty upset. She's a single mother and any time "after hours" is extremely precious.

Older women are easy, be honest and direct. No games, no bs. They've dated around enough to appreciate straightforwardness, and honestly they're a lot more drama-free usually. I've also found being nice works a lot better on older women. I think it is because as we all age we figure out more of what we want and that if we want to get it we have to go after it. Women are no exception.

That being said I don't think this woman is into you. I don't mean that in a rude way, and I could be wrong, but I am of the impression if she was interested enough she would have said yes or at least implied if the situation were different that she would be interested. I'm not saying you should give up necessarily, but I just didn't hear attraction in that email and ultimately that's what it comes down to IMO. But accept it as a challenge, it will feel amazing when you get her.

Currently where I worked I am trying to get a women who is 35 years old and mildly attractive. She just had a child under a year ago, so I realized that I have little to no chance. if you really really like her and don't just wanna fuck her and leave her, go for it... because if you don't, you'll regret it, even though there are tons of women out there... if you just feel like smashing, move on... if you're going to use the "i'm going to find another insurance" bit, make sure you start if off with, "i know you don't give refunds, but..." ..that way she can't use the refund excuse and that would put her in an uncomfortable state of mind and automatically triggers a negative type of thought reaction... if you're talking to her on the phone, smile, it comes off even if they can't see you... then you could say, now that I'm going to have a new insurance company, you have got to and we're not crossing any boundaries, we have have dinner soon......or whatever thing you wanna do ask her to do with you...

I came in to drop some advice but it was pretty much covered throughout the rest of the comments in this thread. After some milestones I've crossed recently and watching some videos, I've come to understand that a large part of seduction is learning and understanding that rejection happens. After becoming desensitized to the idea of being rejected, girls will pick up on your DGAF attitude and it will translate to confidence.

What I'm trying to say here is fuck that hoe. Learn from this experience and apply the lessons learned to your next target. Eventually it'll happen. Rome wasn't built in a day.
