I've done it a few times and it's worked pretty well, usually resulting in a number. To give some framing, I'm a 24yo in the southern US in a medium size city. I pretty much make the assumption if I'm at some event and a woman around my age is with her family at an event it means she's probably single. This is right most of the time, but not always. Here's two recent approaches I made this month.
First, I was downtown with my dog at a outdoor music event full of older couples and young professionals. I see woman probably around my age hanging out with an older couple I assume to be her parents. This time I got lucky and saw the dad had a shirt on of a sports team that's not too popular in the area, but I'm a fan of too. That's how I approach. It's some good convo back and forth, mainly with her parents and some with her. I think that's really the key.
What I'm really trying to do is seduce the parents almost. Once I had them on my side, the rest was pretty easy. Hell, the dad even suggested she give me her number, and she did.
The key is really to focus and win over the parents. But also, you have to be honest. If you're a bullshitter who's clearly just faking it to get a ONS, the parents will probably see through that.
It also helps some that I'm in the south, where it's seen as pretty normal to go up and talk to strangers.

My bad. I didn't include it because it really is pretty much the same principle: focus on the parents. Earlier this month I was at a beer festival with some buddies. Similar situation as above, saw a woman who looked to be around my age, turned out she was. I was in line for one of my favorite craft brews, and they just so happened to get in line behind me. I turned around and started talking about the beer we're in line for, "Have they had it? Flavor complex. Etc." This of course turns into more general conversation. Her dad was a big craft beer guy who also home brewed, as did I. Once again, it was really about focusing on the parents.
I think one thing to take note of here is that you can sort of gauge the parents approval of you by how much they try to bring their daughter into the conversation. At first, it was pretty much just the dad and me talking, the mom jumped in here and there. Then they started pushing her, and eventually the mom suggested her daughter give me her number. So both times the parents number closed for me.
In short, like StangePsyche says above me, it's about getting the family to like you. Seduce the parents, even if it means blowing the dad. Just kidding.

I tried once on vacation. it was super awkward and they made me feel like a weirdo for saying hi to a random girl (they don't believe in talking to strangers, keep to yourself type... begged me not to). Yeah, looking back i see where a lot of my approach anxiety stems from...

Woman here: No. No, no, no, no, no. There is nothing worse than when a guy hits on me while I'm with my family. It's awkward and gives me a terrible first impression. It feels very disrespectful to try to come onto me when a family member (or, God forbid, my dad) is present.

I think it depends on who the guy is and how they approach, and in general just being socially well calibrated.
I've seen a friend of mine approach a woman and her father (who had a EGA and other Marine tattoos, who was clearly takes-no-bullshit type). He approached and was direct but respectful "Hey my name's X, I saw you and thought I'd introduce myself", he turns to the father and says "do you mind if I sit down?". He sits down chats to both of them for a few minutes, gets a number and leaves.
Also realize though that the guy's never going to see you again, so it's either a bad first impression or no impression. As a guy who's learning, I say he should approach just so he can learn how to deal with awkward situations.

I've done it (no wings), I've winged a friend (occupied the parents) while he gamed both sisters, and I have a friend who used to do it routinely (without wings). The friend who did it a lot...the parents would help him. "You should talk to her, she's 19." Just get it out of your head that it is weird...or it WILL be weird.

My friends and I have done it many times. Lower chance of success but if you're successful it'll to great.
Approach them as a group or open the parents. Tell them you think they're daughter is cute/pretty whatever and you had to say hi.
Be overley respectful. If the dads around he'll usually amog you. So you have to be friendly as fuck to win them over.
Being funny helps a lot. Saying things like "Mom do I have your blessing" or open the mom and flirt with the mom.

I would do it but be very quick and forward about you intentions. Make it casual and light. Slight arm touch, open with something interesting. Tell her you're interesting in getting a drink. Go for number. Leave.

If you don't know her, talk to her first, see if you like her, and then straight up ask if she wants to hang out sometime. Get her number. It doesn't have to be awkward or weird, and if her parents try to get in the way talk to them as well and make it clear you're harmless, and they won't interfere.

I'd say don't do it. Just like you said, I'd say it's pretty disrespectful to the parents to allow them to witness their own daughter get spit game at, even if you do get the parents to like you.

I have problem with the first issue you mentioned, being with my own family, or friends who know me as a shy, reserved guy- the kind of guy I've been for a long time. I'd love to figure out how to get out of my shell around people who've always known me inside it.

Address their parents and make sure you're on equal levels with them. Don't call them mr/ms ___ but instead call them by their first name. If they refuse than you ask to be called mr(your last name here). The parents might get mad but at least their daughter will see you as standing up to her parents.
