No one right answer. What I would do in this situation, take the drink back to her and say there's something wrong with it--"it's missing your number." She already digs you, the hard work is over. If this is your style just ask her out.

And if she's something you want, take it. Don't leave people waiting. Yourself, or her. Act.

The number one problem I have with approaching girls at work, no matter where it is, is that they're almost always being payed to be nice to you. Those "IOI's" could easily be her way of saying "thanks for that tip, I'd like another please." Or even simply "you're a regular and a decent human, I'm gonna make sure you come back often so my day doesn't suck as bad." Now that's not saying you can't or shouldn't ask to find out how she feels, in fact you should, but if you tip regularly I would stop that for a minute and see what happens. Personally I would also try to approach her outside the building or in a more private area so that she doesn't feel pressured from co-workers. I know from talking to female co-workers that getting approached at work is not at all "unwelcome," but that a certain amount of discretion is needed for the woman to not risk losing the respect of her co-workers and managers.
