If you're in a liberal part of India, yeah. Areas of Mumbai and Bangalore can be quite liberal that way. But it's better to be careful and not make any moves unless you're absolutely certain. Things could go very ugly very soon.

It's best if you have an Indian friend or wingman to tell you whether it's right or not based on the situation.

Are you Indian? Are you good looking? A foreigner could probably do it as he wouldn't be seen right away as a creep. As you know, with the current climate in India, all Indian guys are seen as creepers.

If you're in a liberal area (like other commenters have said) it should be OK. Don't be too aggressive in your approach. Honestly, the best way to meet girls in India is through your social circle though - that way you're vetted and approved.

Please establish eye contact and some sort of sexual tension first. It's not the girls you should be afraid of, but the guys around who see themselves as the righteous defender of women's honor while they wouldn't think twice about raping the same girl. (honor translates to only women's pussy in conservative countries. Guys wont lose their honor even if they steal, rape, kill, bribe)

If Scandinavian or other western/northern European countries: do cold approaches all day. Women aren't used to it. It feels like a romance movie for them. And there won't be any guys trying to one up you (unless at a nightclub. Our night club boys are famous douchebags, sadly, with their solarium tanned skin, make-up and shirts few sizes too small :p )

Consider moving to a Scandinavian country for education, getting a job and staying there. It's heaven for the venusian artists around here. You can wake up single, go downtown and walk around at parks, coffee shops, malls = 30 numbers, 5 instant dates, 2 dates set up for the next day: and none of the girls will ask you if you would be a good husband like in conservative countries' tinder ^{^} They will mostly look for fun and be okay with low tone dating.

Even not being from India, I can actually relate. I spent much of my life in a notoriously dangerous part of the United States. It was physically dangerous to approach women outside your circle. Even if you didn't get attacked by a guy, women would blow you off because that just wasn't done. In addition to having very little success with women, it stunted my social development.

The only thing that worked for me was just getting out. This is the only real long-term solution.

Caution may be the wiser course of action until you can do that. The goal is to get out in one piece, without legal issues or physical injuries. OTOH, the degree you're working on will help you get to a more liberal part of India or a foreign country.

It's good that you're trying to widen your social circle. This is probably your best and safest option right now for meeting women. When you repeatedly see the same woman through your social circle, you can sometimes get a read that she's interested. Then it's much safer to escalate.

Finally, try to get out at the first possible opportunity where it doesn't stunt your career to do so. Life really is much better in places where it's OK to pursue women.

Going to say this, ~~98%~~ 99.9999% of the time, the girl will get creeped out and try to get away from you. This is India, hitting on girls is like hitting on cold granite.

In order to be successful, you have to soften the granite by atleast trying to know each other better for atleast some weeks so that she trusts you.

The best bet is try to make more female friends at your workplace/college. This will lead to a wider network of female friends, which means greater chances of girlfriends.

How about starting with non - sexual small talk, looking for any body language/ flirting that could indicate escalation is ok.

In conservative countries it's risky so gradual escalation would be important.

not worth the risk mate, you see stuff about sexual harassment in india everyday across the internet. Make what you have at college or you could try some bars instead?
