No such thing. It's situation specific. Pay attention and the best way or ways will present themselves. You don't need the perfect phrase or time. You just need to pay attention and realize if you are BOTH enjoying the interaction up to that point.

Hey let me get your number....Hey can I have your number? Your (blank) let me get your number.

But -sigh- offhand, you could phrase these better.

If you're going to go this route of asking for it like this, just commit to it: "Give me your number."
Or you can frame the proposal towards you two as a unit: "We should swap numbers."
Depending on the situation, you might not even need words. It's possible to hand your phone to someone you're in the middle of a conversation with, and get a number.

Just remember, whichever way you go about it, you should make sure it's a number swap, not a one-sided exchange.

I have the most cheesy line for that, I just say ''there's something wrong with my phone, your number isn't in it''. oddly enough it works every time :p

Mention a cool activity she would enjoy doing. Cold read her to determine this. Also helps obviously if you'd enjoy the activity as well.

More important than being attractive is being "X" guy. She meets attractive guys all day, every day. If you're known as "that guy who mentioned going to that great concert" that makes her more likely to respond.
