Yes, you approach girls. Your goal is not to get girls now, although that would be nice. Your goal is to interact with women enough to learn the skills so that eventually you become the 25 year old guy who gets lots of girls.

Because you're 17, date girls your age for many reasons: (1) no one wants to be a statutory rapist, (2) you're too immature to date women older than you since women develop faster than men, (3) you're asking when you should approach women which is something you should have been doing this entire time, or at least reading about pick-up to be able to be good at it, (4) you're asking to make an older woman your "gf" which makes me believe you have no idea what a one night stand is and why it is beneficial for someone in your shoes, and (5) you sound like a virgin which means you have no experience with women or pick-up in general so I have no idea how you plan to get that far in the first place.

It's never too early to approach and chat up girls. Just don't take running game too seriously, because you'll come off predatory and creepy. Do yourself a favor and initiate conversations with girls and guys you're not familiar with, and you'll get better at both running game and being comfortable talking to people, which are really important skills to develop.

Aside from Statutory laws, it's exceptionally difficult for young (under the drinking age) guys to pick up women who are older than they are because women are attracted to things that guys tend to acquire as we get older: life experiences and real confidence (and money, and status, and power). You can try, but you should really be talking to girls your own age.

You should definitely approach girls now. It will be valuable experience for when you're older. I would stick to girls that are around the same age as you.

What? I wanted to get laid from when I was 12 already, you're a damn monk for being 17 and still wanting to wait. I lost my virginity when I was 16 I think. I live in western Europe though, so it's not full of judgy Christians. And it's legal to get drunk at 16 so that helps.
